The architectural philosophies of the two prisons reflect their distinct eras. The Cellular Jail (completed 1906) was built on the Panopticon model. Its seven wings radiated from a central tower, allowing a few guards to monitor hundreds of cells. Its primary feature was total isolation; the "cellular" design ensured that prisoners in one wing could never see or speak to those in another.

Alcatraz, which became a federal bureau prison in 1934, was a more modern, industrial fortress. Unlike the sprawling brick wings of Port Blair, Alcatraz was a compact, multi-tiered cell house built of reinforced concrete and tool-resistant steel. While it also utilized solitary confinement in "D-Block," Alcatraz was less about preventing communication and more about absolute containment and high-tech surveillance for the "worst of the worst" in the American penal system.
Purpose: Political Repression vs. Criminal Deterrence
The most profound difference lies in the nature of the inmates. The Cellular Jail was primarily a political tool used by the British Raj to exile freedom fighters. Men like Veer Savarkar were not common criminals; they were insurgents imprisoned to prevent the spread of revolutionary ideas on the Indian mainland.

Alcatraz, conversely, was designed for high-profile criminal recidivists—gangsters like Al Capone and "Machine Gun" Kelly. It was intended to be the final stop for men who had proven impossible to manage in other US prisons. During that the US crime families of Ney York, Chicago and other cities were active during the prohibition days. More gangsters from Palamo, Sicily found their way and joined the chief mafioci operating in the US. The US Fed needed maximum security prisons to deal with hardcore criminals. While the Cellular Jail was constructed in the isolated island of Andaman and Nicobar in the Bay of Bengal soto break the spirit of spirited patriots and their support for nation's independence movement aginst British misrule in main land India.
Alcatraz Penetentiary in the San Francisco Bay off Califonia coast was specially built to break the back of organized crime during America’s Prohibition and Great Depression eras. Apart from boot-legging, the syndicate groups were in other illegal activities such as loansharcking, secret betting houses, gambling, etc.
The Geography of Escape
Both prisons relied on "the water" as a deterrent. At the Cellular Jail, the "Kala Pani" was a cultural and physical barrier; the remote location and shark-infested waters made survival in the jungle or sea nearly impossible. At Alcatraz, the deterrent was the frigid, high-velocity currents of the San Francisco Bay. While several inmates attempted to swim to the mainland, most were presumed drowned, with the 1962 Anglin brothers' disappearance remaining the only "successful" mystery.
Present-Day Legacy
Today, both jails are defunct and serve as National Memorials. However, their emotional resonance differs. Alcatraz is a fascination of pop culture and criminal history, attracting millions of tourists to see the "Rock." The Cellular Jail, however, is a shrine of Indian martyrdom. It remains a somber site of pilgrimage, reminding visitors of the harrowing physical and psychological price paid for India’s sovereignty when it was ruled by the wily British Bobs.
