The complex took just over five years to complete at a cost of twenty-one lakh rupees. It was officially inaugurated on February 21, 1928, by Governor Butler, instantly becoming a defining symbol of Lucknow's urban landscape.

Architectural Splendor
The architectural identity of Vidhan Bhavan is a striking synthesis of Western classical design and traditional Indian aesthetics, crafted primarily by the master architects Samuel Swinton Jacob and Heera Singh. Singh drew up the extensive blueprint of the building, while Butler personally monitored the progression of its construction.Built using finely carved, light-brown sandstone sourced from the historic quarries of Mirzapur, the exterior radiates a warm, stately glow. Inside, the grand halls, expansive galleries, and sweeping verandas are constructed from premium marble imported from Agra and Jaipur.

The structural composition is highly thoughtful; the main chamber of the lower house features a unique octagonal shape topped by an artistic domed roof. To accommodate the expanding bicameral system, a separate, beautifully integrated chamber for the upper house was constructed between 1935 and 1937, connected to the main block via wide, airy verandas flanked by legislative offices.

Today, Vidhan Bhavan operates under Articles 168 to 212 in Part VI of the Constitution of India, which govern the powers and procedures of state legislatures. The Governor of Uttar Pradesh acts as the constitutional head of this legislature.

The Vidhan Sabha: Comprises 403 directly elected members. Historically, it held 431 seats and later included a nominated Anglo-Indian representative, a practice officially discontinued in 2020 via the 104th Constitutional Amendment Act.
The Vidhan Parishad: Operates as the upper house with 100 working members, making it one of the largest state legislative councils in the country.
